And everyone that knows Romney should realize he will continue this internationalization of our laws and government since it greatly benefits international Corporations.

That does indeed appear to be what he is saying... that they'd get permission from the international community and 'then' go to congress and tell them what they might do. Congressional permission isn't mentioned. Granted, there is a difference between a no fly zone and going to war, but it's not always that far between.
