Dear Utah,
I sympathize with the federal government owning up to 60% of your state but I fear their is nothing you can do about it because the federal government has eminent domain laws that allow them to compensate your property. That action, being constitutional, makes it supreme to your own eminent domain laws which makes their owning 60% of your state legal.
However, since the federal government is a land owner within your state and no different than any other owner who has to pay taxes on that property you are entitled to charge the federal government a progressive property tax where the more they own the higher the tax rate is.
Their failure to pay those taxes could justify you to confiscate that land back simply because they did not pay it.
