I guess they feel if you sign or use a hearing device, it is akin to admitting you have a disability. It's probably the logical outcome of years of PC outrage at labelling a child with terms such as deaf or learning disabled. We must all dance around the obvious with terminology that doesn't make the child feel different. So now we have a society which thinks that even if it walks like a duck, and quacks like a duck, as long as we call it a penguin no one will think it's a duck anymore.
