No, they don't. The APFD was set up so that the royalties earned by the state selling its oil resources to oil companies would be invested. State resources, like oil, belong to the residents as well as to the state government. The royalties are invested and a portion of the earnings from those investments are paid to the rightful owners, the residents of the State of Alaska. So, no, the APFD is not "free" money. It belongs rightfully to us. It would be better understood if the other states would consider such an investment for their residents instead of sucking down every freakin' penny for state government to squander.
