In 2008, he published Comeback: Conservatism That Can Win Again, a work which former Congressman David M. McIntosh called "required reading for all GOP candidates."

You are correct, the Dems didn't care about bipartisan support. But likewise, the Repubs didn't really care about healthcare reform. Prior to the dems winning back a majority in congress and holding the admin (you know, those six years the Repubs held both), what exactly had the Repubs offered in the way of HC reform? Zilch. They were totally happy with the way things were. It wasn't until the Dems got serious that the Repubs all of a sudden said "us too". But their solution was to scrap it and start over. Too little, too late.
