[Zoltan Bakonyi, the director of the compnay involved in the sludge spill] will be charged with criminal negligence leading to a public catastrophe, and if convicted could face a sentence of up to 10 years, according to a government spokeswoman.

Actually, this is not a problem related either the socialism or capitalism. It is a problem related to what we do when there are no rules to follow. We take the path of least resistance, and to hell with those that may be hurt by our actions. The coal ash spill in Tennessee is an example of this;

There are many other areas that were created by capitalists that are also poisoned.

If there is no oversight, whether the system is capitlistic, or socialistic, this kind of catastrophe results. Regulation, and strong regulation, is needed.
