    Okay, first: What discrimination are they trying to address, exactly?

    Why do we need a new law? Why not simply add 'sexual preference and orientation' along with race, national origin, and the rest through an amendment to existing state and local laws (possibly to the USC if they really see a need)?
    Can they show systematic discrimination? Or are they simply talking about eh kind of bullying that's wrong no matter the reason someone's singled out?

    Even granting that, how is that an issue of systemic or institutional discrimination, rather than simply part of the problem of bullying and violence? Why focus so much more on specific victims because of the reason they're targeted?
