I don't understand the reference to "other Nations", since this is a story about a US agency holding information on US citizens.

It's unfortunate, and its especially disappointing that the national security apparatus is growing stronger rather than weaker a decade after 9/11. There still seems to be no particular constituency which can oppose these measures, at least with a Democratic president.

As a practical matter I wonder if it would be possible to limit the situations in which the retained data could be accessed, creating a situation analogous to when records are sealed but not destroyed.
