If a new president finds evidence suggesting corruption, extortion, a former VP abusing his office by trading favors for money, the new president can't even investigate under threat of impeachment.

If that had happened, that is if after two and a half years in office suddenly Trumpybear finds evidence like you describe, we have a treaty that has provisions to pass that information on.
