The cop who pepper sprayed the man put the man in fear of life and limb, leaving the cop open for legal retaliation.

A very unprofessional behaviour.
Policeman must communicate adequately and know the law. Otherwise he looks pretty dumb and ashames his badge.
Besides, he must act according to the law and his professional instructions. Otherwise he is a lawbreaker too.

Wow, what a shithead with a pepper spray. I bet I'd give him a bashing using my juridical knowledge. I think the driver had to talk more categorically and to tell the cop what he risked with.
