Deaf people can initially strike someone as drunk if they start talking. Tragic situation. While he fortunately wasn't shot, locally we had a deaf guy who had quite a row with the police when he couldn't hear them and therefore wasn't obeying their commands but was trying to tell them what was going on. He ended up being tazed by several officers and charged with charges, but was found not guilty of them.
