Not if they require training or a fee....Poll taxes, fees on Rights are violations as explained in the 14th Amendment and Murdock v. Pennslyvania, and literacy tests........on voting but also on the 2nd Amendment are also unconstitutional.....

By definition, you do not need a license to exercise a right.

If government can legitimately require any kind of license, permit, or other government approval to engage in an activity, then this makes that activity a government-controlled privilege, not a right.

The Second Amendment does not say anything about any privilege.
