A Good Friend of mine spent the last day and a half compiling this. Don't tell me not to buy some more ammo and bury it in the yard before the big O gets in....or maybe he won't and the Big Bushman will put to good use all his executive orders the day before the election. Hmmmmmm



There has been a lot of Internet talk that is designed to cause panic and anxiety in the perceptions of the audience, and would seem designed to foster conspiracy theory and constitute a 'call to arms'. Maybe it is warranted, and maybe not. Our responsibility as citizens is to be informed and to hold our representatives accountable.

To that end I have compiled the following information. While a great deal (possibly all of it) would be cause for concern if it were used by an Administration that does not recognize it's obligation to operate under the restrictions of our Constitution and in accord with the Bill of Rights, much of these 'edicts' are common sense. My problem is that they were issued by Presidential fiat, and not by considered deliberation by Congress and accepted and signed into law by the Executive. Neither have they been reviewed by the Judiciary for compliance with the Constitution. THAT is the problem that will be discovered when it is too late and these are implemented by an 'out-of-control' Administration. Some would argue that is already the situation we find ourselves in currently. If so it is even more important that everyone learn the magnitude of the 'problem'. What follows is a compilation of Executive Orders that have been signed into law by Presidents, and could be implemented.


EXECUTIVE ORDER 10990; allows the government to take over all modes of transportation and control of highways and seaports.
EXECUTIVE ORDER 10995; allows the government to seize and control the communication media.
EXECUTIVE ORDER 10997; allows the government to take over all electrical power, gas, petroleum, fuels, and minerals.
EXECUTIVE ORDER 10998; allows the government to take over all food resources and farms.
EXECUTIVE ORDER 11000; allows the government to take mobilize civilians into work brigades under government supervision.
EXECUTIVE ORDER 11001; allows the government to take over all health, education and welfare functions.
EXECUTIVE ORDER 11002; designates the Postmaster General to operate a National Registration of all persons.
EXECUTIVE ORDER 11003; allows the government to take over all airports and aircraft, including commercial aircraft.
EXECUTIVE ORDER 11004; allows the Housing and Finance Authority to relocate communications, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.
EXECUTIVE ORDER 11005; allows the government to take over railroads, inland waterways, and public storage facilities.
EXECUTIVE ORDER 11049; assigns emergency preparedness functions to federal departments and agencies, consolidating 21 operative Executive Orders issued over a 15 year period.
EXECUTIVE ORDER 11051; specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis or similar concerns.
EXECUTIVE ORDER 11310; grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.
EXECUTIVE ORDER 11921; allows FEMA to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in US financial institutions in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the actions for six months. However, such review could be cancelled for national security reasons.
Should Martial Law be implemented "Rex 84" would be the means of achieving some of these goals. Rex 84 is described in Wikipedia as:
Rex 84, short for Readiness Exercise 1984, is a plan by the United States federal government to test their ability to detain large numbers of American citizens in case of civil unrest or national emergency.

The '84' reference stems from a test of this mobilization plan that was conducted in 1984 and described thusly:

The Rex-84 Alpha Explan (Readiness Exercise 1984, Exercise Plan; otherwise known as a continuity of government plan), indicates that FEMA in association with 34 other federal civil departments and agencies conducted a civil readiness exercise during April 5-13, 1984. It was conducted in coordination and simultaneously with a Joint Chiefs exercise, Night Train 84, a worldwide military command post exercise (including Continental U.S. Forces or CONUS) based on multi-emergency scenarios operating both abroad and at home. In the combined exercise, Rex-84 Bravo, FEMA and DOD led the other federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration through a gaming exercise to test military assistance in civil defense.

In 2008, for the first time an active military unit has been given a dedicated assignment stateside for civil unrest containment. It is assigned to Northcom, a joint command established in 2002 to provide command and control for federal homeland defense efforts and coordinate defense support of civil authorities.

Through Rex-84 an undisclosed number of concentration camps were set in operation throughout the United States, for internment of dissidents and others potentially harmful to the state.

The Rex 84 Program was originally established on the reasoning that if a "mass exodus" of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA.

Existence of the Rex 84 plan was first revealed during the Iran-Contra Hearings in 1987, and subsequently reported by the Miami Herald on July 5, 1987

Many of the 'rights' the government has assumed they have and are covered by the Executive Orders enumerated above, were consolidated in a single document called Executive Order 12919 signed into 'law' June 3rd 1994 by President Clinton. All the above actions and more can be initiated when the government announces a condition of "a potential threat to the security of the United States". Note that it does not require that there be an existing and real threat, but only "a POTENTIAL threat". Subsequent to an actual event of significant nature beyond the above 'potential' threat level, National Security and Homeland Security Presidential Directive 51 would go into effect. It can be viewed here: National Security and Homeland Security Presidential Directive

This directive is described in Wikipedia as follows:

The directive specifies that, following such an emergency, an "Enduring Constitutional Government", comprising "a cooperative effort among the executive, legislative, and judicial branches of the Federal Government," coordinated by the President of the United States, will take the place of the nation's regular government, [12]presumably without the oversight of Congress.[4] Conservative activist Jerome Corsi and Marjorie Cohn of the National Lawyers Guild have interpreted this as a break from Constitutional law in that the three branches of government are equal, with no single branch coordinating the others.[5][6] The directive specifies that the president has the power to declare a catastrophic emergency and does not specify who has the power to declare the emergency over.

The signing of this Directive was generally not covered by the mainstream U.S. media or discussed by the U.S. Congress. While similar executive security directives have been issued by previous presidents, their texts have been kept secret; this is the first to be made public in part. It is unclear how the National Security and Homeland Security Presidential Directive will reconcile with the National Emergencies Act, a U.S. federal law passed in 1976, which gives Congress oversight over presidential emergency powers during such emergencies. The National Emergencies Act is not mentioned in the text of the National Security and Homeland Security Presidential Directive.

After receiving concerned communications from constituents, in July 2007 U.S. Representative and Homeland Security Committee member Peter DeFazio made an official request to examine the classified Continuity Annexes described above in a secure "bubbleroom" in the United States Capitol, but his request was denied by the White House, which cited "national security concerns."[9] This was the first time DeFazio has been denied access to documents. He was quoted as saying, "We're talking about the continuity of the government of the United States of America...I would think that would be relevant to any member of Congress, let alone a member of the Homeland Security Committee."[10] After this denial, DeFazio joined with two colleagues (Bennie Thompson, chairman of the committee; and Chris Carney, chairman of the Homeland Security oversight subcommittee) in a renewed effort to gain access to the documents.[11]

We should all be 'up-to-speed' on these issues, as they affect each of our individual 'hot-button' issues. We should be prepared to show our representatives how these issues usurp our and Congress' authority, and demand that these concerns be addressed.

That is not so. Read the oath every President has taken, as prescribed in the Constitution:
"Uphold, preserve, protect, and defend THE CONSTITUTION"
