Gun control wouldn't have worked with this insane individual. He had the capability of developing booby traps made of napalm and thermite. And he rigged his apartment with them.
If he hadn't been able to get hold of his guns, this would not have deterred this mad man. Nothing was going to stop this maniac from slaughtering people.
Well maybe a "napalm free zone sign".
Holmes was obviously very talented with chemicals and could have rigged the theatre or another location with potential victims.

AN ELABORATE booby trap system allegedly set up to pull police away from the Colorado theatre shooting included improvised napalm and thermite, which burns so hot that water can't put out the blaze.
FBI bomb technician Garret Gumbinner described the system today at a hearing in which prosecutors laid out their case against suspected gunman James Holmes.
He said three different ignition systems were found in Holmes' apartment.
There was a thermos full of glycerine leaning over a skillet full of another chemical. Flames and sparks are created when they mix, and a trip wire linked the thermos to the door.
Police said Holmes hoped a boom box on a timer would lure someone to the apartment.
