It's not always Democratic, all that's required for a Socialist State is for the means of production to be Socially controlled, which prevents nations that simply regulate their industry from being Socialist. While regulations destroy your market bit by bit, it doesn't make a state Socialist. I'd also like to point out again, since you seem to still have your head stuck too far up your rectum to comprehend what I just explained to you, that the USSR was not Communist, you even pointed out a source without checking it, which I checked for you, that ALSO proved you wrong.
