He didnt create the system....but he doesn't appear to have expended any power or energy to fix it. Perhaps they didnt want press coverage during the crisis figuring more lives would be lost. This is a disgraceful scandal...on Obabble's watch. No wonder he covered it up. If this, along with the Benghazi murders, had been properly reported, he would have lost in 2012.
