speaking of shotgun----there was a story about a pakistani girl in Great Britain---
who went thru her marriage ceremony with a gun against her back ---------

I wonder if someone can answer this question----someone posted that islamic POV
that an islamic marriage involves a CONTRACT which both parties sign. For those
who do not know-----just about all yemeni girls are completely illiterate----as are the
majority of the boys -----how do they read and sign a "contract"? Long long ago--
I encountered a pakistani girl-----a married woman in her 20s-----who could not
even manage an "X" on the dotted line when the entire consent form was
ezplained to her at length by -----a fellow pakistani-------only her husband
could "sign" for her. (the pakisani doc was slightly embarassed when he
explained it but the fact is----he kinda like the idea---I knew him well)
Years later I encountered an unmarried lady in her 30s---
who spoke english well-----who could not consent to an Xray---without the
permission of her brother. Lets hear a cheer for how easy it will be to overcome
this stuff. Neither of the ladies in question seemed at all IMPOVERISHED

Malaysia decides not to criminalize child marriage
Thu, Apr 06, 2017 - A Malaysian lawmaker said girls as young as nine were “physically and spiritually” ready for marriage, as the Muslim-majority Southeast Asian country passed a law on sexual offenses against children without criminalizing child marriage.
Shabudin Yahaya, a member of the Barisan Nasional coalition, made the comments in response to a proposal by opposition lawmaker Teo Nie Ching to amend the Sexual Offenses Against Children bill to include a ban on child marriages. The proposal was voted down by the majority of parliament. “They reach puberty at the age of nine or 12, and at that time their body is already akin to them being 18 years old. So physically and spiritually, it is not a barrier for the girl to marry,” Shabudin said on Tuesday during a debate on the bill. He also said there was “nothing wrong” with a rape victim marrying her rapist as she would then not face a “bleak future.”

Shabudin’s comments sparked outrage on social media, with some opposition politicians asking for him to be fired. Under both civil law and Islamic law, girls and boys younger than 18 can be married. Civil law sets the minimum age of marriage at 18, but those above 16 can be married with the permission of their state’s chief minister. Under Islamic law, children younger than 16 can get married if the Shariah courts allow it. The law passed on Tuesday makes no mention of child marriage.

It criminalizes “grooming” — touching and befriending children as a prelude to sexual abuse — and spells out penalties for making and possessing pornography involving those under 18. A special court will also be set up under the new law to deal with child sexual abuse cases more quickly. The maximum penalty under the law is a jail term of up to 30 years and six strokes of the whip for making, possessing or distributing child pornography. The new law comes into effect 10 months after British pedophile Richard Huckle was found guilty of abusing up to 200 babies and children, mostly in Malaysia.

Reuters reported last year that most complaints of child sexual abuse in Malaysia do not lead to successful prosecutions, largely due to weaknesses in the criminal justice system. Only 140 of the 12,987 cases of child sexual abuse reported to police between 2012 and July last year resulted in convictions. “The law is more stringent now ... but not enough,” Teo said. The legislator said offenders would use the absence of a ban on child marriages to get away with crimes, as marital rape is not a crime in Malaysia.

Mobile App Aims to Help End Child Marriage in India's Bihar
September 19, 2017 — A mobile phone app is the latest tool for campaigners seeking to end child marriage in India's Bihar state, where nearly two-thirds of girls in some of its rural areas are married before the legal age of 18.
The app, Bandhan Tod, was developed by Gender Alliance — a collective of more than 270 charities in Bihar focused on gender rights — and launched this week by Deputy Chief Minister Sushil Kumar Modi. It is backed by the U.N. Population Fund. India ranks among countries with the highest rates of child marriage in the world, accounting for a third of the global total of more than 700 million women, according to UNICEF, the United Nations children's agency.

Bandhan Tod — meaning "break the binds" — includes classes on child marriage and dowries and their ill effects. It also has an SOS button that notifies the team when activated. "The app is a big part of our efforts to end child marriage in the state," said Prashanti Tiwary, head of Gender Alliance. "Education is good, but when a young girl wants help because she is being forced to marry before the legal age, the app can be her way out," she told the Thomson Reuters Foundation. Despite a law banning girls from marrying before they turn 18, the practice is deeply rooted in tradition and widely accepted in Indian society. It is rarely reported as a crime and officials are often reluctant to prosecute offenders. While boys also marry before the legal age of 21, girls are disproportionately affected.

Risks of abuse, death rise

Early marriage makes it more likely that girls will drop out of school, and campaigners say it also increases risks of sexual violence, domestic abuse and death in childbirth. Legal efforts have failed to break the stranglehold of tradition and culture that continues to support child marriage, charity ActionAid India said in a report this year. When the SOS on Bandhan Tod is activated, the nearest small NGO will attempt to resolve the issue. If the family resists, then the police will be notified, said Tiwary. A similar app in West Bengal state to report child marriage and trafficking of women and children has helped prevent several such instances, according to Child in Need Institute, which launched the app in 2015.

Other efforts include a cash incentive, where the state transfers a sum of money to the girl's bank account if she remains in school and unwed at age 18. Suppliers of wedding tents in Rajasthan state have stopped dozens of child marriages by alerting officials. "It will take a change in mindset and behavior to end child marriage," said Tiwary, who is lobbying the government to raise the marriage age for women to 21, so they have the same opportunities as men. "But technology provides a practical and accessible way to help prevent it on the ground," she said.

Islamic Republic of Pakistan Child Marriages: 7.3 Million
November 10, 2017 | According to a Gallup survey, approximately 7.3 million people in the Islamic Republic of Pakistan were married before the age of 16, and an additional 15.5 million Pakistanis got married before they were 18. Gallup calls this "child marriage" for its survey purposes.
Gallup focused on three countries -- Paksitan, Myanmar (Burma), and Cambodia -- and "asked people aged 15 and older what age they were when they started living with their first spouse or partner." "Based on their responses, we estimate that there are 19 million women and men in these three countries who married or entered a union before the internationally accepted age of 18," said Gallup. "Of these, Pakistan alone accounts for nearly 16 million, or 13% of its 15-and-older population."

The legal age for marriage in Pakistan is 16 for women and 18 for men. Cambodians can marry at age 16 with parental permission. In Myanmar, with parental permission, kids can marry as early as age 14.

In Myanmar, an estimated 700,000 people married bfore age 16, and 2.7 million married before age 18. In Cambodia, 100,000 married before age 16 and 700,000 married bfore age 18. "Child marriage affects both genders, but it is most potentially damaging to a girl's development," said Gallup. "Child brides often drop out of school and become pregnant, and these early pregnancies have a greater risk of ending in maternal or infant death," said Gallup. "Child brides are also at greater risk of sexual violence, abuse, social isolation and exploitation."

November 10, 2017 - The U.S. State Department normally doesn't comment on draft legislation in other countries, spokesperson Heather Nauert told a news conference on Thursday.
But she made an exception for a draft law that received preliminary approval in the Iraqi parliament last week. The law (actually, amendments to a 1959 law) would allow girls as young as age 9 to marry (the current age is 18), among other "personal status" issues that would be governed by Shi'ite courts. "Often we don't comment on other country's legislation, but we are completely against and oppose the idea of children marring adults," Nauert said. "And let's remember, it was not that long ago that we called out the depravity of ISIS for taking child prisoners, child brides and the sort. "So this will an internal Iraqi matter, but we remain firmly opposed to the idea that any adult would attempt to marry a child in that fashion. A child is a child."

A reporter asked Nauert if the U.S. has voiced its opposition to the draft law to Iraq's Shia-led government: "We have a lot of conversations with the Iraqi government. I would imagine that our -- our view on this is -- is well known. I know our ambassador over there meets with them a lot," Nauert said. "Our primary conversations taking place with Iraq right now concern, you know, the territorial integrity and democracy of -- of Iraq. But whether or not this has been brought up, that -- that I just don't know. I know that this issue has come up in its parliament, before and it's -- it's failed in the past. So I'm not going to speculate where this is going to go, OK."

The United Nations Assistance Mission for Iraq (UNAMI) is urging the Iraqi Parliament to fully respect and protect women's rights: Attaining equality between women and men and eliminating all forms of discrimination against women and girls are fundamental human rights and United Nations values, UNAMI said in a statement. "Women and girls in Iraq have suffered violations of their basic human rights and violence in armed conflict, in particular under the terrorist group Daesh. They aspire that the realization of their rights should be prioritized with a view to achieving equality with men."
