My best guess is closer to zero than any number you can invent.

PS: When you combine the possession of a 3-inch pocket knife with irrational behavior, perhaps there is a REASONABLE fear that the person will cause serious harm. Under the law in every jurisdiction, deadly force can be used (by both police and civilians) if – at the time such force is used – there is a reasonable fear of serious bodily injury or death. The key word is “reasonable.” If you don't know that a 3-inch pocket knife can easily kill a man, you are a fool.

In the final analysis, I don't know enough to conclude whether or not the police officer involved acted illegally; however, I do know that an innocent, rationally acting Black male with a 3-inch pocket knife has as much chance of being shot by the police as I have of winning the lottery; close to zero.

I doubt most of the residents in the suburbs are poor. In a lot of places you could skip across the Benzes at the local Jewel parking lot like James Bond running across crocodiles. Only thing that might fuck it up would be tripping over a Land Rover.

Like any city some rich, some not, some in between. Some reallllly nice areas of the city and ditto out in the burbs. A lot everywhere along the spectrum as well.

Chicago and the surrounding suburbs is no shit hole. There are areas that are war zones but do not extrapolate that into thinking this is, by and large, a scene from Terminator. It's not.

I do a lot of shopping online. There are so many things you can't get in the small town of Lake City, Florida, where I live. I had to order red lentils on line! Veal brats? Forget it. I even have to make my own pancakes from scratch because there isn't one damn store that sells a genuine whole-grain pancake mix. I am an avid reader, but the only “book store” we have is at Walmart.

On the other hand, Lake City, Florida, is a wonderful place to live. Great weather and even greater people.

Oh, Luddy! You are such a silly goose! You forgot to mention that in order to be gunned down you also have to be rocked out of your mind on PCP, menacing the neighborhood, threatening police officers, acting erratically and dangerously, and refusing to obey direct orders from the police. Now, if all of those elements are present; that is, if you choose to get amped up on PCP and go rampaging toward cops while wielding a deadly weapon, then, yes, the chance that a peace officer may get a little gruff with you is much higher than if choose not to engage in such dangerous anti-social behavior. It is really up to you. Personally, I have never been shot at by the police. Am I just lucky? Is it because I am white? No. It is because I do not get amped up on PCP and go rampaging through the streets with a knife. Pretty simple.

Most White Folk bailed for the suburbs in the 1950s and 1960s and haven't returned yet; expanding the suburbs until they encompass a half-dozen northeastern Illinois counties and a couple in northwestern Indiana - except for Gary and environs, which has turned into yet another Black inner-city shit-hole, on a smaller scale, like Aurora or Joliet, Illinois.

Within what's left of the City of Chicago, the degenerative effect of the Black Blight which grips it in a death-embrace continues to spread into the nearby suburbs - West (into Maywood, Broadview, Hillside, Oak Park, etc.) and South (Markham, Robbins, Calumet City, South Holland, Harvey, Chicago Heights, Evergreen Park, Alsip-Crestwood).

Except for a few pockets of White Folk along Archer Avenue, Bridgeport, and near MIdway Airport and Ford City, and an isolated pocket or two in the Hyde Park and University of Chicago neighborhoods, the West and South Sides of the City have turned into complete shit-holes.

The only other appreciable White Presence are the rich folk along the Gold Coast (Lake Shore Drive and evirons, north of the downtown area), and the increasingly sour-ing neighborhoods to the northwest and straight north of the downtown area - with the far north souring even more quickly than the northwest.

Oh, there are a handful of neighborhoods that are trying to make a come-back and to flush-out the decay through Urban Gentrification - bulldozing down a piece of a Black neighborhood and putting up expensive and highly secure town homes and condos that your average inner-city Black Folk could not possibly hope to afford, but these are usually a draw only for high-paid executives who want to be close to their downtown offices and students who band-together to make a go of it and who are far more transient to the City.

But it's not enough, despite the slanted analyses we see from publications and surveyors who have a vested interest in painting a rosy picture; Urban Gentrification serves to wipe away some of the blight but there are only so many well-to-do White Folk willing to move back into the City and the student population is far too transient and unstable to count.

After all, who the hell wants to set up in a city whose only solution to an endless budget crisis is to hold a knife to the throat of the rest of the State in the legislature and to suck the life out of its citizens through taxation and which hyper-regulates and hyper-taxes business; driving away both wage-earners and businesses of any appreciable size at the speed of light. And as to corporate newcomers, the moment the tax exemptions and new-business-attraction perqs run out, newcomer businesses oftentimes leave, as well.

And who the hell wants to send their precious children to those inner-city shit-hole schools if they have any choice whatsoever in the matter?

Add to that an 80-year-long control of the City by the Chicago Democratic Machine - the last of the old 19th Century Tammany Hall -style oligarchies, designed to keep the Sheep quiet with bread and circuses and to blindly vote to keep The Bosses in power, so that they can continue to milk the old girl (the City of Chicago) for all she's worth, using the smallest outlay possible - and you have a recipe for a Democratically-controlled and servile Black and (increasingly) Hispanic inner-city population that votes the way they're told.

Hundreds of thousands of under-performers... welfare heaven... insane taxation five ways to Sunday... corruption at the precinct, ward and city-hall and county-building levels...

A Democrat-controlled cesspool of poverty and dependency and little hope or prospect of success... the ones who succeed are usually the ones who finish school and muster the courage to leave the herd within their inner city neighborhoods and get out into the wider world and figure out that the Tubob (White Folk) outside their old world aren't such a bad bunch after all.

Of course, the Chicago Democratic Party Machine doesn't want them figuring that out on their own.

All in all, the City of Chicago is a write-off... old news, and still a relevant perspective.

November 24, 2015 - Mayor Rahm Emanuel hasn't seen the video, which allegedly shows Officer Jason Van Dyke firing 16 rounds into Laquan McDonald.
Mayor Rahm Emanuel held a conference call with ministers and other community leaders Monday to condemn what he called the "hideous" actions of a white Chicago police officer captured on video fatally shooting an African-American teen and to defend his administration's handling of the controversy. The mayor said he hadn't seen the police dashboard-cam video of the shooting, which allegedly shows Officer Jason Van Dyke firing 16 rounds into Laquan McDonald, 17, many of them as he lay prone on a Southwest Side street in October 2014.

The city has refused to release the video, citing the ongoing criminal investigation into the shooting, but a Cook County judge last week ordered the footage released no later than Wednesday. That has prompted a scramble at City Hall and the Chicago Police Department to prepare for the fallout amid complaints that the city has not done enough to address police misconduct. Emanuel told the participants that his call was to ensure that "everybody has similar information and also that we all, in my view, play a role as stake-holders in our city and in our respective communities throughout our city."

"Any descriptions I've read of this incident, to any person, regardless if you're the mayor or just an individual, it would shock you, because it's basically not only a person taking the law into their own hands, but they don't have a measure and are not using the judgment that is expected," Emanuel said on the call, which the Tribune gained access to through one of the participants. "What happened here is wrong. There is no justification and it's profoundly hideous, in my view," Emanuel told the ministers. "And it's a shock to your conscience of what happened, and it should not have happened."

For 13 months, Emanuel and the city's attorneys had opposed the release of the video amid ongoing criminal investigations into Van Dyke. After a Cook County judge found the city in violation of the state's open records law last week and ordered that the video be released, the city pulled an about-face, dropping its court fight and saying it would comply with the order to release the potentially inflammatory video by Wednesday. Neither Emanuel nor his office have said exactly when the video might be released, and the mayor did not give any indication during his private call with community leaders. Details of the video did not begin to surface until April, when the city made the unusual decision to approve a $5 million settlement for McDonald's family even before a lawsuit had been filed. Emanuel told reporters Monday that he had not seen the video but nonetheless condemned the officer who fired the shots.

Minutes later, the group emerged from the building, chanting. One officer fell beneath a bike in the scuffle, and a protester was seen stomping on the bike. At least three people were taken into custody, and one officer was taken to an ambulance.
