Opponent Miguel del Valle said Emanuel's visit was a problem on two levels: airport security and campaigning on city property.
"I understand that it's campaign season, but you have to use good judgment, and as a mayoral candidate he obviously used poor judgment by engaging in political activity at the airport and by gaining access to areas of the airport that are only available to people with ID's and with security clearance," said del Valle.

An Emanuel spokesman said this was not a campaign stop, but a goodwill visit:

"Rahm visited workers around the city who were assisting with the response. He was invited by the workers at O'Hare to visit during a shift change, and he brought them donuts and coffee... according to [the city], this was completely appropriate."

But if it wasn't campaigning, why are there pictures of the visit on Emanuel's campaign website, as well as pictures and an article praising Emanuel on the local 700 website?

"If it's policy from the city of Chicago, why can't Carol Moseley Braun or Gery Chico or Dock Walls or anybody else come here? If they're gonna do campaigns, let everybody else campaign," Kaminski said.

In a statement, the Aviation Department said it did not invite or coordinate Emanuel's visit and had no knowledge of it until after it happened. However, it said airport employees with the proper credentials can take civilian guests into that area.
