change the 2nd amendment, to read:

The bill of rights does not provide our rights. It simply states that the federal government is supposed to protect those rights.
As for not being absolute - nothing is. Our rights end where another's begin. We can also have rights temporarily remove while serving a sentence for a conviction of a crime.
Our rights cannot be removed by force or vote - even though that is a common practice today.
