    They still count as population and determine how many congressional districts each state gets

    Actually dumb ass the census determines the number of reps a state gets and YES illegals count in that mess cause at this time that question is NOT asked.

    Go back and reread.

    That's why they want to ask the question. Then illegals won't count
    and the state could lose reps.
