You're mistaken. The grotto is a catholic venue, the public schools have been told that they cannot perform at this venue because it is a faith-based venue and charges a fee that supports the church's religious mission.

No one is keeping catholics from singing there. You should actually read the articles you post.

Choirs in Portland Public Schools have been told they can no longer participate in the Festival of Lights concert series at The Grotto because of its Catholic affiliation and the fact that the venue charges visitors a parking fee that supports its religious mission. That, and the additional wrinkle that last year the Wisconsin-based Freedom From Religion Foundation complained, says Jon Isaacs, a spokesman for PPS.

Will they bow to statues and swing their rosaries?

Yes. It is a catholic grotto. But, the choirs are not catholic. They are public school choirs, and parents have complained about paying for parking at this venue.

I don't know about their rosaries but it is their custom and within their rights if that is what they want to do.

In this video she tells about when she was a teenager in Nazi Germany. A portion of this she talks about how the state started in taking over property in Nazi Germany for anyone interested.
