The oral was necessary because it's impossible to execute the written law without it. The oral law explains the written law.

For example, the written law talks about keeping the Sabbath. However, for a jew to keep it, they need to know the details of how to keep it. When does it start? When does it end? What are you permitted to do and not do? When can you violate something that is prohibited on the Shabbos?

The written law talks about divorce. How does one execute a divorce? What are the details? What happens if one person wants a divorce and the other person doesn't? These questions are answered in the Talmud.

The written law talks about not to murder. However, what if someone is coming to murder you? Can you defend yourself? What would be the punishment? What is needed to prove the case?

All these questions are answered in the Talmud.

Usually when there is an issue, the issue is discussed in great length going in many tangents. At the end it's all wrapped up.
