Not only are you talking about violating a right, but you are also talking about violating privacy rights and HIPAA violations. This is a slippery slope you're going down! Someone who has suffered from depression and received treatment could be considered to have had a "mental illness." Where do you want to draw the line? Who makes the decisions? A board of doctors/psychiatrists? Every time a person applies for a gun permit?
