Can someone tell me what this is called?

That is a pair of Foreskin Snippers. Just about every Pediatric Surgeon in the country has a pair of those in his top desk drawer.

Good thing they finally upgraded from this:

You seem to have cigars and pediatrics confused.

How? They both remove "tips"...........
 
I bought these in the sewing section of Walmart in Dyersburg TN about 3 years ago. My nephew said he would like to have one, but I haven't seen any in Walmart since and I don't know what to google on Amazon to find them.

Just a weird design for a sheer...

Obviously you apply pressure to the "tinggy" to close the sheer.

Interesting design, yet its downfalls - like applying pressure. I mean it's not exactly a conventional pair of sheers.

The tool could be designed to cut thick nails on a human or even a nail cutter for an animal...

At the same time it looks like it could be some sort of sewing tool - to cut thread or something.

oh i dont know about that...

I have several that have that style of blade/handle.... one is for grass and the other is for sewing.
 
I'ts probably a tool for cutting thread on a production line....

I could totally see how scissors could cramp your hands up, but I suppose eventually those things would do the same but the individual using the tool would have extended agility...
 
Those snips look pretty cheap. I've had a Wiss Clip for over 25 years and they are still sharp.
