If you mean modeled after the US then he would have to employ resource draining policies on developing countries while participating in varius global wars, coupes, covert money laundering schemes, military operations, etc. Then he would have to outsource businesses overseas for cheap labor.. If a succession of black leaders could establish a global hegemony off the backs of poor disposable wage earners then yeah he could do it.
