If you are going to delegate police powers on persons who allegedly "keep the peace" on college campuses you need to train them properly and hold them to the same standards as other Police Departments. You also need to hold Police Departments which have jurisdiction over Universities to judicial standards. Students are subject to the same laws as the "locals". The Blacksburg Virginia police covered up for the maniac who was responsible for the worst mass shooting in history. He could have been arrested on charges by female students that he was stalking them but apparently Blackburg Police didn't want to offend the University and the professors who sometimes sit on local appropriations boards. Blacksburg police disregarded warning signs and reports by Va Tech students and teachers who were afraid for their lives to be near the nut-case. Ditto for the Tuscon shooter. Local sheriff's deputies could have locked him up for psychiatric evaluation or even pressed charges for drugs and the many crazy acts and threats to citizens and they apparently didn't investigate vandalism which is now tied to the shooter.
