We actually fought a war to settle whether those rights reside within the states or the federal government.....

There were a group of states that overestimated the extent of the 10th Amendment in the early 1860s. We actually fought a war to decide whether states rights or federal rights would prevail.....States rights lost

say what you want the 10th amendment has not been repealed it still gives the states power of the federal government.

We belong to a modern society. A modern society depends on a middle class which provides the labor to drive the economic engine. As such, we must provide a wage level to the working class that allows them to provide the basic necessities for survival.
Social programs allow workers to contribute to society and have an expectation that they will be taken care of in their old age and if they become ill.

Unlike Liberals today our founders recognized the inherit danger in having a society where more than half the people do not pay into the Federal System but gain from it. They saw that the people in power would use that to enslave us. That is why they would have never been for the kind of Social programs we have today.

Decreased tarriffs on imports, too. The founders DID have those to support American industry AND to pay for the cost of government, too.

Taxes are apportioned by Congress. Tea Partiers, if you don't like your tax load, vote against Congressmen. But please don't be obstinate enough to believe that you are protesting taxation without representation: that is sure goofiness.

It was not until the passage of the Income Tax that working level Americans began to pay taxes. Up until that time, only landowners were paying taxes. Those who worked on the farms did not pay taxes

It was not until the passage of the Income Tax that working level Americans began to pay taxes. Up until that time, only landowners were paying taxes. Those who worked on the farms did not pay taxes

Those who owned property or bought some thing paid taxes. However there was the states whom everybody paid taxes to.

The Post Revolutionary Era

The Articles of Confederation, adopted in 1781, reflected the American fear of a strong central government and so retained much of the political power in the States. The national government had few responsibilities and no nationwide tax system, relying on donations from the States for its revenue. Under the Articles, each State was a sovereign entity and could levy tax as it pleased.

When the Constitution was adopted in 1789, the Founding Fathers recognized that no government could function if it relied entirely on other governments for its resources, thus the Federal Government was granted the authority to raise taxes. The Constitution endowed the Congress with the power to "…lay and collect taxes, duties, imposts, and excises, pay the Debts and provide for the common Defense and general Welfare of the United States." Ever on guard against the power of the central government to eclipse that of the states, the collection of the taxes was left as the responsibility of the State governments.
