Coolidge was the last president who truly practiced limited government the way the Founders intended.

Where did the founders state what size government they expected in the year 2010?

Where do they put any limitations on the size of government?

Any power not enumerated in the constitution does not belong to the Federal government. That is how they limited it, limit what it can do, and limit it's size and scope. The problem is politicians on both sides have ignored and bent the constitution to their will. Leaving us with a bloated power abusing Federal Government that is not looking out for us, and consistently over steps its bounds and claims powers not specifically given to it. The issue of states rights in this country is dead, and that is sad because it is at the core of what the Founders intended. It is the core of limiting Federal power. However today the states have little rights when it comes to resisting the will of the Fed. Politicians from both sides have seen to that.

Unlike Liberals today our founders recognized the inherit danger in having a society where more than half the people do not pay into the Federal System but gain from it. They saw that the people in power would use that to enslave us. That is why they would have never been for the kind of Social programs we have today. No SS, not Medicare, Not Obamacare, not even Federal Taxes. They knew they were nothing but tools of oppression sold as social justice. They saw that when over half the electorate benefited but did not pay into the System, that those people would oppress the people who do pay in at the ballot box, and just continue to vote to take more and more from those who do contribute, until the whole things falls apart. As far as Federal Income tax goes we are close to passing the point where more than half of Voters do not actually pay anything in Federal Income tax. So why in gods name would they care how much we spend or how high taxes on those who do pay go. They are something for nothing, and will continue to vote for more of it. The Dems know it, and are setting up their Imperial Rule ignoring the border and trying to give 15 Million illegals citizenship and voter cards, and by making our taxes so "progressive" that they can count on over half the people being happy with getting something for nothing at the cost of those who do contribute.

It's called the Constitution of the United States.
 
About the Declaration there is a finality that is exceedingly restful. It is often asserted that the world has made a great deal of progress since 1776, that we have had new thoughts and new experiences which have given us a great advance over the people of that day, and that we may therefore very well discard their conclusions for something more modern. You are right. The Constitution says nothing about the size of the government.

Those who have read it realize the Constitution does not say much about anything. It provides a framework for the struture of our government. It provides very little of "you must do this, you can't do that"

Ever on guard against the power of the central government to eclipse that of the states, the collection of the taxes was left as the responsibility of the State governments.

To pay the debts of the Revolutionary War, Congress levied excise taxes on distilled spirits, tobacco and snuff, refined sugar, carriages, property sold at auctions, and various legal documents.

Excise taxes affect anyone who purchase a product.

We belong to a modern society. A modern society depends on a middle class which provides the labor to drive the economic engine. As such, we must provide a wage level to the working class that allows them to provide the basic necessities for survival.
Social programs allow workers to contribute to society and have an expectation that they will be taken care of in their old age and if they become ill.

The social darwinism of the Coolidge era lead to the disaster of the Great Depression

There were a group of states that overestimated the extent of the 10th Amendment in the early 1860s. We actually fought a war to decide whether states rights or federal rights would prevail.....States rights lost

Actually, Americans paid lower taxes than the British at the time. The major grievance of the Declaration was the lack of representation in the government.
