California as a warning for America

alifornia is once again asking Washington for help with its growing budget woes.

The state is $20.7 billion in the hole and has pretty serious structural problems that make it unlikely it will fix itself anytime soon.

Last summer, state officials were turned down hard after going hat in hand to the White House, warning of a dire situation if the state's budget hole wasn't addressed soon.

This time, Sacramento isn't using the b-word, instead calling any federal bailout a needed "investment."

"No one is looking for a bailout. We're looking for an investment," said Senate President Pro Tem Darrell Steinberg, D-Sacramento, adding that the state needs to "fight" for more money.

California already has received just over $8 billion in federal stimulus dollars that helped the state close the budget deficit last year. On Friday, Schwarzenegger will release his initial budget proposal for the next fiscal year, and the Legislative Analyst's Office already has called on state leaders to "aggressively seek new federal assistance" to help close the projected deficit.

Detroit's troubles are forcing some communities to attempt an auto bailout of their own: propping up their local car dealerships.

Two California towns, hoping to preserve jobs and tax revenue, are bailing out local car dealers that are struggling to stay afloat amid tight credit markets and plunging demand for new vehicles.

Victorville, a desert town on the main highway between Las Vegas and Los Angeles, recently approved a $200,000 loan to Victorville Motors, a 40-year-old family-owned dealer in the town's auto park. Norco, east of Los Angeles in the so-called Inland Empire, has approved loans of $500,000 each to Norco Mazda and Frahm Dodge. A third city, Redlands, is mulling over a financial-assistance proposal for its new- and used-car dealers.

Just a few....

Victorville is the Federal government?

No but why did Victorville have to come up with that money in the first place? would it be because as part of the deal struck with the auto companies to get auto bailout deal that these dealerships were put on the chopping block? I gave you a few examples of Federal money going to california, but can give you more, if you like...

According to the U.S. Census Bureau’s Consolidated Federal Funds Report for fiscal
year 2002, total federal expenditures in California rose to $206 billion

That was 8 years ago and thats 9% higher than it was the previous year, what is really striking is that California has Federal tax surplus because of the extremly high tax burden in the state which has gone down, however if that Federal surplus, were directed into a state budget that was managed properly and less spent on the sheer volume of programs that California gets from the Federal Govt. then you know something, it may just be better off, my state has the same problems as California, just not as large. In my state we had a Gov. that had a bad habit of underfunding the states rainy day fund and over funding social services while losing tax base, that same person is now everyones Homeland Security Director. So yes, California takes a lot of money from the Federal Govt. and gives a lot in return but is terribly managed and very over regulated and that is why you have a state that is bleeding money and business.

So you are saying that CA is unique in Car dealerships having financial problems, therefore that is your link to the OP comments?

A farming town in California claims that it may disappear due to the United States federal government shutting off water pumps, though the government states the actions are necessary to save several marine species.

In July 2009, action by the Federal Bureau of Reclamation to protect threatened fish stopped irrigation pumping to parts of the California Central Valley causing canals leading into Huron, California and the surrounding areas and the farms that rely on them to lose their primary irrigation source. Unemployment has reached 40% in some areas as the farms have dried up.

California Governor Arnold Schwarzenegger stated the action is putting the fish “above the needs of millions of Californians.”

Two large solar proposals in San Luis Obispo County near the Carrizo Plain — a 250-megawatt project proposed by SunPower of San Jose, and a 550-megawatt proposal from First Solar of Arizona — also are facing environmental opposition.

Meanwhile, U.S. Sen. Dianne Feinstein, D-Calif., on Monday introduced a bill to establish two new national monuments on federal land in the Mojave Desert. If approved, the measure would all but kill 19 large solar and wind farms proposed for the area.

Feinstein said she wants no large-scale solar or wind energy on former railroad lands that the federal government acquired a decade ago and that are prime habitat for bighorn sheep, desert tortoises and other wildlife.

In a statement, Feinstein said she supports solar energy, and her bill requires the Bureau of Land Management and other agencies to identify other desert areas suitable for solar.

This is the kind of thing that people have to deal with in California, and in the case of the farmers it did not matter that they lived, worked, and provided for thier families and made something out of the desert, the thousands that are now out of work with no place to go were meaningless to the peope in San Francisco in some office building someplace who were enjoying the same fruits and veggies these same people used to provide them it's all about the agenda there. If this kind of attitude fineds it's way across the nation then of course we will find ourselves just like California, in debt, broke and no where to turn, and business leaving droves and good work is when you have a full time job at Safeway.

OK, what does this have to do with California asking the Federal Government for a bail out.....seems more like the Federal Government is busy dictating to California things that have lost jobs.........not self-induced as the OP story seems to imply.

No, that was just one of several others I listed in the post you commented on earlier, you just made the decision to comment on one part of it rather to ignore the several others I have listed in this thread for your benefit. In reference to your other post,

(Fresno) In a landmark decision, a federal judge on August 31 ordered state and federal water project managers to reduce the amount of water pumped from the Sacramento-San Joaquin River Delta to protect the threatened delta smelt from extinction.

Environmentalists generally praised the ruling, even though the decision didn’t go as far as they wanted, while Governor Arnold Schwarzenegger and water agency representatives claimed the decision would devastate California’s water supplies and the economy.

U.S. District Court Judge Oliver Wanger ruled to restrict water deliveries from the California Delta’s massive export pumps to the Bay Area, Central Valley and Southern California to protect the fish. The Delta smelt is found only in the Bay-Delta estuary and is considered by scientists to be an indicator species demonstrating the health of the West Coast’s largest estuary.

Wanger, after hearing testimony from the defendants that other factors such as invasive species and toxics resulted in the collapse of the imperiled fish, said the pumps cause reverse flows in the Delta that kill smelt and damage vital habitat.

"The evidence is uncontradicted that these project operations move the fish. It happens and the law says something has to be done about it,” said Wanger.

The ruling will reduce pumping from the end of the December, when the fish are ready to spawn, until June, when the fish can move out of harm’s way from the pumps into Suisun Bay.

Thousands of smelt were killed in the state and federal pumps this May and June, in spite of a nine day reduction in pumping spurred by a court order issued by Alameda Superior Court Judge Frank Roesch in a separate lawsuit filed by the California Sportfishing Projection Alliance.

Kate Pool, Senior Attorney for the Natural Resources Defense Council, said that Wanger’s ruling “appears to improve the smelt's chances” of survival. NRDC, Earthjustice and two other environmental groups launched their lawsuit to prevent the smelt’s extinction at time when the fish has declined to record low levels.

You mentioed that your friend was in California during the oil spill, so you must be well aware that environmental legislation in California and lawsuits are a major problem there. I don't know based on this Arkansas and La. look pretty good , and I'm not surprised to find Phoenix on the list at all. I agree with you that something does need to be done about the number of Illegals entering into California and other states and the economic impact of that is staggering thats true. Perhaps a Immigration policy that actually takes into consideration that coming to this nation without following the law is actually breaking the law? doesn't seem to be a hard concept to grasp.

and what state is asking for help right now?....can you figure that out,or do you need help?.........

Tell us...what state is asking for help....besides help in doing what the Feds were supposed to be doing all along, which is protecting our border.

thats not all this state is asking for help for.....see folks THIS is a typical California voter....REFUSES to see what the hell the problems are and just keeps plodding along doing the same FUCKING things over and over....thanks Bo for being the example today in our class.....OUR STATE Bo has been asking the feds for help because the State is going down the tubes...we have major unemployment something like 11-12%....that has jack shit to do with protecting the border.....Companies are bailing, jobs are going....even some of the Illegals are leaving cause they cant find jobs here....what the hell is it going to take?....a total collapse of this state before these people wake the fuck up....

$85 billion went to California from the stimulus funds. Is the "Bo" you refer to Obama? Was he supposed to dictate to Arnold how to spend that money? I can hear the shrieks now...

Um....I cannot help but notice that you have provided NO LINK YET at to where California is asking for Fed help....I've seen a figure (8 billion), but no link. Does it exist at all? Inquiring minds want to know.

Google "Stimulus funds for California" and you'll find plenty of links. In fact, I didn't open it, but Arnold was supposed to have set up a website similar to Recovery.com so residents could track where he was putting the money. And it's $85 billion, not $8 billion.

Maggie, where I think the 8 billion comes from is the letter the Gov. wrote and put in the Times requesting 8 billion dollars for a Federal bailout seperate from the Stimulus to help with Californias budget crisis. Theres no doubt California has received a lot of money from the Stimulus program and from the California lay-off web page I posted it does not seem have helped much. Stimulus does not include additional funding in "defense" bills, as well as others that Calfornia benefits from, as I said before in 02 alone they received over 200 billion from the Federal Govt. , the interesting thing is that the citizens there are taxed so heavily that they give back more than they put in and yet they still have a budget problem of almost 24 billion to the point where the state is on the verge of bankruptcy. California is a lesson in what NOT to do when it comes to governing, as is my state.

thats not all this state is asking for help for.....see folks THIS is a typical California voter....REFUSES to see what the hell the problems are and just keeps plodding along doing the same FUCKING things over and over....thanks Bo for being the example today in our class.....OUR STATE Bo has been asking the feds for help because the State is going down the tubes...we have major unemployment something like 11-12%....that has jack shit to do with protecting the border.....Companies are bailing, jobs are going....even some of the Illegals are leaving cause they cant find jobs here....what the hell is it going to take?....a total collapse of this state before these people wake the fuck up....

$85 billion went to California from the stimulus funds. Is the "Bo" you refer to Obama? Was he supposed to dictate to Arnold how to spend that money? I can hear the shrieks now...

i'll go out on a limb and guess that bo is short for bodecea

Yeah, I realized that the more I read.

I confess I haven't read up on exactly why California got itself into such a mess. In any event, $85 billion was certainly a good jumping off point to fix their myriad fiscal problems, so I'm concerned they're now coming back for another $8 billion.

The politicians just can't say no to spending in Ca. I doubt they will get anymore bailouts, until they can not only say the word, but understand what it really means.

A lot of our mess is the state paying out for the millions of illegals the Feds let in. Seriously. Our schools are overcrowded, our streets are overcrowded, our hospitals are overcrowded...and the tax base of those who actually pay taxes cause we're here legally is being crushed.
