I'm not a big Bush defender, but it's hard to see how this was a "screwup" vis a vis sensitivity toward blacks, or what he could have done differently. I think that if you're Bush or any other Republican, NOTHING YOU DO will be acceptable to blacks because you're Republican.

If Bush had stopped in to eat, he would have been accused of engaging the stereotype that blacks eat fried chicken or trying to kiss up. Stay away, and he's ignoring them. Either way, he can't win.
Meanwhile, a Democrat could probably walk in in blackface and ask "where's the watermelon?" and they'd be happy.
