California like Texas joined the Union as an independent Republic. Therefore CA has a different set of rules to live by and Brown has used those different rules to gut the safety of CA in regards to safety so far only the dam near disaster and the fires have resulted from his looting. But it is a safe bet that he has looted other supposedly sequestered funds other than those already mentioned and CalPers. Short form he is engaged in Russian roulette with the residents of California but eventually he will pull the trigger on a loaded round.

Brown wants his train and he will get it even if it destroys his state...When the gas tax recall vote is taken he will lose that tax money...what the hell is he and California going to do then? Fires floods and natural disasters are never taken into account by the leaders of the Golden State! They see tax dollars and they grab em and spend em as fast as they can...

You can't "join the Union as an independent Republic' [sic]. You're either an independent republic or you're a state. If you become the latter, you give up the former.
