Can you read? That link says the 22 million were restored.However, an untold number of official e-mails from President George W. Bush's era will probably never be recovered because it would be extremely costly to do so, lawyers involved in lawsuits brought by the National Security Archive and Citizens for Responsibility and Ethics in Washington said.
"While we have not gotten every e-mail, some major gaps have been filled," said Meredith Fuchs, an attorney for the National Security Archive.

Wasting the taxpayers' money is what Dems do. That's pretty lame.
The better explanation is that Obama has covered up 911, and DWS and others know that, and hence there is this pathetic excuse not to "find" them.
W was the greatest gift ever to the Democrats. He socialized senior drugs, plowed a trillion into the public school monopoly only to return record low test scores in 2008, and by outspending LBJ, he ran the economy into the ground, put Obama in the White House, and the "Republicans" in the Congress can do nothing with the 911 "gun" to their heads...
Just remember, W started with a budget surplus and a strong economy... all he had to do was follow the Gingrich Revolution, keep spending under control, and O never gets near the WH, and we'd still have a surplus.
