Turkey is interested to join the program, but so far S.Korea has only offered a 30% participation, Turkey wants 40% (equal share as S.Korea) in the consortium.
Talks are stalling with S.Korea. That's why Turkey initiated a feasibility study which way to go forward:

President Lee of S.Korea was in Turkey the last days, and S.Korea has sent officials from its defense-procurement agency DAPA to Turkey. Visit takes place from 22th to 25th February. Can still be, that they'll raise our demands and offer equal share and we'll end up building the aircrafts with Indonesia-S.Korea.
