Manning has a dishonorable discharge from the Army. Can a person ever serve in the Senate if they have been dishonorably discharged?

I thought he commuted her sentence, not pardoned her. There's a difference. Commuted Sentence doesn't wipe away the crime, it just wipes away the rest of the person's sentence.

I believe you're right about the commutation. So what is the difference between clemency, commutation, and pardon? Only a full pardon restores certain liberties, such as the right to vote, to run for public office, or own firearms..
