With No Republicans Present, Senate Democrats Advance Cap-and-Trade Climate Bill
Thursday, November 05, 2009
By Dina Cappiello, Associated Press

Washington (AP) - Ignoring a Republican boycott, Senate Democrats pushed a precedent-setting climate bill through a key committee Thursday.

Rep. Barbara Boxer, chairman of the Senate Environment & Public Works Committee, had delayed the crucial vote for days because of a Republican protest over whether the cost of the legislation had been fully examined.

But the California Democrat moved quickly to pass the bill, which for the first time would set mandatory limits on heat-trapping gases, without any of the seven GOP senators on the panel present. The measure cleared the panel on a 11-1 vote.

Boxer said the Republican demand for more analysis was "duplicative and waste of taxpayer dollars."

"Advancing the bill is a necessary step on the road to garnering the 60 votes we need," said Boxer, who introduced the bill along with Sen. John Kerry, D-Mass. in late September. "We are pleased that despite the Republican boycott, we have had the will to move this bill forward."

Of the 11 Democrats present at the vote, only one -- Sen. Max Baucus, D-Mont. -- voted against the legislation, saying that concerns he had with the bill were not fully addressed. The "yes" vote of Sen. Tom Carper, D-Del., was added after the vote.

Baucus specifically cited the bill's call for a 20 percent reduction in greenhouse gases by 2020. He said he would like to see that target lowered to 17 percent, with a trigger to raise it to 20 percent if other countries adopted similar measures.

"I am going work to get climate legislation that can get 60 votes through the U.S. Senate and signed into law," Baucus said.

To move the bill out of committee without Republicans present meant the Democrats could not amend the legislation, and many Democrats on the panel expressed disappointment that they did not have a chance to improve the bill.

"The failure of the Republicans to participate means we cannot offer amendments. This is a very good start, but as the chair has acknowledged it is a start and only a start," said Sen. Arlen Specter, D-Pa. "It is regrettable that we could not move forward in a more constructive way."

Specter said that the vote would send a signal to other countries in advance of a climate change conference next month to hammer out a new international treaty.

"It is not the best signal, but it is a signal that the Senate is ready to move forward," he said.

Yeah....sure.....unemployment at 10.2%...a FACT.

SO lets pass legislation that will increase unemployment based on an unproven THEORY.

I am at a loss with the logic of this congress and administration.

Wait a second--are you saying that Cap and trade has not passed yet?

Are you saying we are suffering under this economy despite not having a tax hike?

Are you saying that the Bush tax cuts are still intact and not rescinded?

Also, we are conducting two wars and the economy still sucks?

What the hell gives? Tax cuts and two wars and no booming economy. What the Hell gives?

Obviously we are not suffering enough, let's add more hardship and a new government controlled artificial derivatives market on carbon.

Good for her if she goes ahead without republicans. Cons have vowed to defeat anything she comes up with.

I am at the point where I almost hope that the Democrats pass everything they want without one Republican vote.

It will screw up the country so badly that the Democrat party will disappear and it will be shameful to admit that you are a liberal.

The only bad thing is that it will take true fiscal conservatives 30 years to fix all the damage done in 4 years.

10.2% unemployment? 8 months after the Democrat Trillion dollar fix? Bullshit.....

This is easy. You know how to tell that cap and trade is a bad idea? Enron was a strong supporter of the idea.

Boxer now theres a true shinning example of liberalism if ever there was one. Cap and Trade, if it passes, will increase costs for everyone on everything. After all, it takes energy to produce everything. Does anyone seriously think that companies are going to absorb the extra costs?? Heck No. They will just pass the cost on to we the consumer, taxpayer and supporter of all. Ol'Boxer should be proud of her efforts to once more screw the American People. Boy Howdy. You go girl.

When we are in a recession, smart people do what they need to, and wait for the recovery. When a congress and an admisistration talk about historic initiatives that will increase taxes..and force new expenses on industry.....just the talk itself has responsible business owners sitting back and not overspedning on growth and expansion....as if one attempts to grow and then it finds itself with higher operating costs due to anticipated increase in corp tax, payroll tax, etc....it will be faced with a serious cash flow probelm and most likely result in not meeting expenses.

Those who understand and appreciate capitlism know this.....but we are called right wing nuts when we articulate it.

I'm not sure what's more embarrassing... The people who come up with these bills or the people who blindly follow them...

It seems the obama agenda is not improving the economy, and the work force.
Obama's agenda is more government power, and it seems to be doing quite well right now. The dems realize that there is a small opening to get these policies through before the 2010 election, by then most will know what obama is all about.
