Engineers were conducting tests Saturday on the cement injected into the bottom of BP's blown-out well in the Gulf of Mexico, and an official declaration that the well has been permanently plugged was expected sometime Sunday, officials said.
The pronouncement will be an anticlimactic end to a catastophe that began five months ago - after all, the gusher was capped in July.

This, though, is an important milestone for the still-weary residents of the Gulf Coast: an assurance that not so much as a trickle of oil will ever again seep from the well. The disaster began April 20, when an explosion killed 11 workers, sank a drilling rig and led to the worst offshore oil spill in U.S. history.

Lax regulations and even less enforcement of what regulations there were was the hallmark of the Bush Administration. So yes, that administration did contribute to an atmosphere where BP and it's contractors could operate in an unsafe manner without fear of being called on it by the government.

But, above all, the fault lies with BP and a long corperate history of taking chances. That time, they strung so many chance together that disaster was no longer a chance but a certainty. That corperation should not be let off the hook for a single penny of the damage it has caused.

That would be why the rig was cited 6 times for failing inspection tests by the Bush Administration and the Obama admin gave them permission to not HAVE any inspections. Right?
 
Now remind me what the government's role in this was? I mean, in what way did they help or promote shutting down the well?
IOW, if Obama had done nothing but stand aside and let BP handle this, how would it have been worse?
 
At the early part of this, the 0bama people were enjoying the mess, and they used it as an excuse to plug in some policies that they wanted. All along they seemed less interested in remediation and more interested in making hay while the sun shined.

During its lifetime the rig received 5 citations for non-compliance, 4 of which were in 2002 (safety, including the blowout preventer) and the other in 2003 (pollution).[42] A sixth citation in 2007 related to non-grounded electrical equipment was later withdrawn when the equipment was determined to be compliant with regulations.[42] Overall the Deepwater Horizon's safety record was "strong" according to a drilling consultant reviewing the information.[42] In 2009 the Minerals Management Service "herald[ed] the Deepwater Horizon as an industry model for safety".[42] According to AP's investigation "its record was so exemplary, according to MMS officials, that the rig was never on inspectors' informal 'watch list' for problem rigs".[42]
