And that's a bunch of bs. It's not somehing that was just done while the drug cartels took over Mexico. They have always paraded the criminals in this manner. Paying for crimes is not done by parading criminals. It's done by making sure justice is served - but typical of mexican authorities, they live in denial and ignorance! Crimes in Mexico have always remained unsolved. They do no have the resolve to investigate and pursue the criminal and bring them to justice.
