This is a newly created agency they are blocking. It's one that is sorely needed too.

After the House of Representatives passed the bill to extend the debt limit, it adjourned for the summer, but not before Republicans took advantage of a procedural move that will help block President Obama from making recess appointments during the upcoming break.
While the House will be adjourned, it will continue to hold so-called “pro forma” sessions throughout August.

Though it’s the Senate that must confirm presidential appointments, under the U.S. Constitution, it cannot adjourn for more than three days without the approval of the House. Therefore, the House has maintained the ability to prevent the Senate from going into full recess, effectively blocking Obama from making recess appointments.

Do you liberals know what a Presidential CZAR is? Senate Democrats have continually complained about the CZAR'S that Obama has appointed--because they DO NOT answer to the senate or the house of Representatives. They are the Jobs CZAR--the Enviroment CZAR--etc. etc. etc.--that make decisions on their own without approval of either house of congress.

Obama has appointed more CZARS that any other President in history--who are "free" to run wild with taxpayer dollars-make decisions and regulations-without concern of reprimand or approval from any of the other 2 legislative branches of government. I believe Obama has over 100 CZARS now--and the congress--[B](both democrats and republicans) have stopped his access to control agencies operating within the government without congressional approval first.[/B] THANK GOD they after 3-1/2 years of complaining about it--they actually did something.

The worst policy of all in the Federal Government--is their bribery and extortion made legal in the "buy your vote" policy of the Federal government and both parties do it.

I want a single up-down vote on bills--and appropriation bills and earmark bills to be separate from one another. No more last minute adding billions to bills to politicians whom are more concerned about winning re-election than what is good for the American public.

I don't think I have ever heard something more ignorant or preposterous, on a topic so famous or commonly known, spoken with more earnestness on this site, for a long long time.
