No, it isn't. Ultrasounds are performed if the parents wish to know the gender or if there is an expectation of complication.

I thought the thread was about the fact that the guy in the OP was asking for the bill to specify non-trans-vaginal ultrasounds, to address the 'forced rape' fears of the bills detractors... but I suppose I could have misread the OP.
