They are saying that they're seeing very heavy voter turnout that is close to 2016 general election turnout, and triple the last midterm in 2014, which typically spells disaster for the incumbent party (Republicans). If people are "happy" they typically don't go out of their way to vote in the midterms. Also in these special elections over the last 2 years that Democrats have been winning we have noticed a lackluster participation by Republicans whom may be discouraged by Trump and just decide to sit it out.
