This isn't a matter of enforcing the law. This is a suggestion to break the law.

The point of the “Tiahrt Amendment” is to keep law-abiding citizens from being subjected to illegal search and seizure by local authorities, FBI, or ATF agents. They could use the background checks to investigate lawful gun owners without a warrant and without probable-cause.
