What it comes down to is that the "general public" have year over year allowed legislators to enact provisions that permit people having certain sums of income/wealth to enter into certain types of transactions whereby they gain advantages (suffer less disadvantage) the "general public's" members cannot obtain. How do wealthy folks do this? They do it by asking for the legislation that makes it possible.

Were the "general public" to pay attention to what's in the legislation and express their disapprobation of "this or that" provision, that wouldn't. But that's what the "general public" does. What the "general public" does is wait until a situation arises whereby the fact of what got enacted is highlighted and then become indignant over the fact that the provision was enacted. What the "general public" have is the weight of numbers and votes, and that weight and quantity of votes is overwhelming in comparison to the power wealthy folks/entities can exert. [1] To their detriment, chagrin, etc., the "general public" doesn't avail itself of the tools it has at its disposal and it complains about the fact that wealthy folks do use the tools at their disposal.

  1. Only in a very few places do rich folks outnumber voters there who are of "average" wealth or earn "average" incomes.
