Bush never divided the Sunnis and Shia, you know they were previously at war? and the Shia were just suppressed under Saddam. But yeah, once they got their freedom, more violence occurred.

I'm torn between whether Bush messed up in Iraq deliberately.

One way to look at it is that Bush wanted problems in the Middle East. For certain he wanted to undermine OPEC and he got that by invading anyway. However getting the Common Enemy to unite the forces of the Cold War NATO allies together again, increase military spending, and allow for right wing politicians to use fear as a political tool have all been achieved by the power vacuum in Iraq.

Why get rid of the Iraqi Armed Forces and Police and have hundreds of thousands of armed men unemployed? It makes no sense. Throughout the whole time they didn't do much to solve that one particular problem which led many normal Iraqi men to go fight for the insurgency, when throwing cash at the problem by creating jobs, no matter how useless they are, would have done more for the country than most other things.
