-Sure. It's the idea that a Democratically elected government can and should take an active role in the welfare of it's citizen's in the cases that the free market model is against the best interest of the general populace. It is practiced in most Western Nations NOT as Shapiro claims a TOTAL rejection of the capitalist system. Not for nothing even China partially has a free market. By Shapiro's definition that would make them capitalist.
-I'll give you a few examples. In Belgium the country were I live, Not only are the health insurance companies government run non-profit organisations. But the government is the collective negotiator on price setting for medicine with the pharmaceutical companies. They also have regulation out that forces doctors to prescribe generic medicine when possible and they have a maximum amount of money they can charge. Taking out a health insurance is mandatory for all adults. Etc. These are all measures they take so health care is both affordable and high quality.

1. There is no such thing a "free" higher education. Somebody has to pay for it. Call it what it really is. Education, paid for by taking money from someone else.

2. It is socialism if the entire higher education industry is controlled by government. Offering to take money from productive folks and using it to pay for all higher education is a default takeover of the industry, because government then has the power to dictate terms of funding to those institutions.
