Lithium ion batteries do NOT emit greenhouse gases in operation. They do produce toxic gases if they catch on fire, but not if they do not. Deniers have also charged that their production produces large amounts of GHGs. This is a bullshit claim based on the assumption that they will be produced in locations that use predominantly fossil fuel energy. It has NOTHING to do with the specific processes involved in the production of lithium ion batteries.

The US federal govwrnment is the worst polluter on the planet. They have more buildings than everyone else, more carbon polluting vehicles than everyone else, etc. Look it up.

So the logical solution to saving the planet is less government. Not more government.

With regard to batteries I noticed that after I switched from my Samsung Galaxy to an iphone, the iphone battery dois half way through the day whereas the one in the Samsung lasted for days.

Given the finite and relatively limited amount of lithium on the planet, recycling Li-Po batteries would be a good idea. Do not throw them in the trash.
