Per the military's Inspector General, about 50% of American overseas military locations have no person responsible for handling voting, despite Federal law requiring that each installation have such capability, to allow our officers to vote in Federal elections without going the absentee route.

The Obama administration hasn't provided budget for Federal elections for these overseas military installations. Does he not want them to vote?

What possible excuse can the 'commander in chief' come up with this time, for not budgeting for Federal elections in overseas military installations?
