In terms of the attributes of statehood, the main criteria examined in the submissions are
those set out in article 1 of the Montevideo Convention, namely: (a) permanent population;
(b) defined territory; (c) government; and (d) capacity to enter into relations with the other
states.

The borders of Palestine were defined by the League of Nations in 1922 and remain unchanged today. Israel needs to negotiate a change in Palestine's borders to make room for Israel.

The Arabs have nothing to do with the borders. They were defined by the League of Nations.
