Is Assad seeking asylum?
December 5th, 2012 - U.S. officials have said for months that Syrian President Bashar al-Assad's days in power are numbered.

A fight to the death might seem a more plausible outcome as the carnage of the Syrian civil war approaches its second year. But the idea of asylum in a third country is an option that is also emerging in questions over Assad's fate. The complexities of a successful flight from Syria, however, could complicate any hope that Assad harbors for a clean get away. The Israeli newspaper Haaretz reported Wednesday that Faisal al-Miqdad, the Syrian deputy foreign minister, recently traveled to Cuba, Venezuela and Ecuador with personal letters from Assad looking at the possibility of political asylum for himself and his family if he were forced to leave Damascus.

But there is no indication that Assad is ready to abandon his powers yet, according to multiple sources in the United States, Europe and the Arab world. U.S. officials have made it clear that Assad's decision is in his own hands. "That will require the Assad regime making the decision to participate in a political transition, ending the violence against his own people," Secretary of State Hillary Clinton told reporters while traveling to NATO headquarters in Brussels on Wednesday. "And we hope they do so because we believe, as you know, that their fall is inevitable," she said.

And the question of whether Assad seeks an offer of asylum is not as important for the United States, as are the responsibilities of the government that ultimately accepts him to make certain he is held accountable for the actions of his regime. "A number of countries have offered" asylum to Assad, State Department spokeswoman Victoria Nuland said last month while declining to name specific countries. "We want to get him out of there so we can move on. That said, we also support accountability for him and for everybody else with blood on their hands." While Cuba and Venezuela have made no secret of their anti-U.S. and western views over the years, Ecuador's leftist government has shown its resistance to U.S. policies as well, and could be hesitant to hand Assad over for prosecution. Ecuador is currently offering WikiLeak's founder Julian Assange asylum in its British Embassy, as he resists extradition to Sweden. But questions over the ultimate longevity of those governments might give Assad pause, some analysts say. "Ecuador, Venezuela, Cuba are countries where he could feel safe for the time being but he has to be concerned about a shift in the winds in any of those governments as well," Scott Horton, an international law expert at Columbia University, told CNN. "And certainly no one expects the regimes in those three states to continue indefinitely."

Iran has 170 ballistic missiles aimed at Tel Aviv, many with biological warheads, WND has learned. According to a source who served in Iran’s Intelligence Ministry and who recently defected, the Islamic regime has 170 missiles targeted at Tel Aviv from underground silos, some of which are armed with biological warheads. The diagram has a caption in Farsi: "Changes in output and in energy released as a function of time through power pulse." The number "5'' is part of the title, suggesting it is part of a series. David Albright, whose Institute for Science and International Security is used by the U.S. government as a go-to source on Iran's nuclear program, said the diagram looks genuine but seems to be designed more "to understand the process" than as part of a blueprint for an actual weapon in the making. "The yield is too big," Albright said, noting that North Korea's first tests of a nuclear weapon were only a few kilotons. Because the graph appears to be only one in a series, others might show lower yields, closer to what a test explosion might produce, he said.

The senior diplomat said the diagram was part of a series of Iranian computer-generated models provided to the IAEA by the intelligences services of member nations for use in its investigations of suspicions that Iran is trying to produce a nuclear weapon. Iran denies any interest in such a weapon and has accused the United States and Israel of fabricating evidence that suggests it is trying to build a bomb. One of Syria's key allies admitted for the first time on Thursday that the Assad regime was losing the ground war, as rebels told the Guardian they were occupying more and more territory and besieging government troops in many parts of the country. The deputy foreign minister of Russia – which has given Bashar al-Assad unstinting diplomatic and military support - said the regime faced possible defeat to the rebels, saying with unusual candour: "One must look facts in the face."

Mikhail Bogdanov said: "The tendency is that the regime and government of Syria is losing more and more control, and more and more territory. Unfortunately, the victory of the Syrian opposition cannot be ruled out." His comments came as rebels said they believed the 21-month conflict had reached a decisive tipping point, with Assad's military machine no longer capable of rolling them back. "The situation is excellent. We are winning. Not just in Aleppo but the whole of Syria," Abu Saaed, a fighter in the northern rebel-held town of El Bab said.

Other key international players appear to have come to the same conclusion as Moscow. Speaking in Brussels , Nato's secretary-general, Anders Fogh Rasmussen, said: "I think the regime is approaching collapse." He said it was only a question of time before the Assad government imploded. Others in the region, however, cautioned that the final unravelling could be prolonged and bloody. "Assad's situation is very difficult," said one senior Arab source in the region. "But he has a lot of strength. He is still getting arms and finance from Iran and his military capability is still robust."

On the ground the Syrian war remains an asymmetric one. The rebels are short of ammunition and have mainly light weapons: machine guns, Kalshnikovs, and home-made rockets. The government, by contrast, has Scud missiles – fired for the first time this week at rebels in Aleppo – as well as Sukhoi jets and attack helicopters. It also has stockpiles of chemical and biological weapons, dispersed at between 40 and 50 sites across the country, and a source of growing western concern. Nonetheless, over the past three months the rebels have acquired fresh momentum.
