CDZ Artificial Intelligence-assisted meritocracy

The fundamental weakness of meritocracy is in the selection process. Artificial intelligence is limited to information employed in writing the algorithm based program. Integrity, morality, loyalty, humility, to name a few character traits, can not be programmed. Meritocracy may sound alluring however has proven to lead to totalitarianism.
This is what gives us another idea.
The meritocracy would come from proven members of strictly regulated societies. The system currently referred to as artificial intelligence would be able to assemble, analyse, evaluated, categorize, correlate, compare and synthesize all human thinking and decisions. It would give advice on important matters and run the everyday affairs. A type of Council of Elders or 'Senate' would oversee all and have a first veto to throw anything back for a second look.
There would be no central person in power.
